The Secrets of Successful RFPs

Secret #50 - Before constructing the evaluation process, ensure that your stakeholders understand that ‘value’ is not necessarily ‘lowest price’.

Hear what the President of NIGP says about this book . . .

“I have found the Request for Proposal Handbook by Michael Asner to be a great training tool for my buyer staff. Although I have an experienced staff, they have had limited exposure in their careers to RFPs. The best practices information, examples and checklists all have proven to be wonderful tools. Thank you Michael.”

Chapter 2 of The Request For Proposal Handbook (Third Edition) deals with how to implement an effective RFP policy.

Secret #50 - Before constructing the evaluation process, ensure that your stakeholders understand that ‘value’ is not necessarily ‘lowest price’.

Chapter 2 of the Handbook deals with this issue. The State of Washington is a good example. Their purchasing policy is based on four principles – ethical behavior, open competition, supporting the state’s socio-economic goals, and value for money. Here is the part dealing with money:

Value for money

The objectives of obtaining value for money are:

·         To achieve the best possible return from state spend on goods and services; and

·         To recognize that this may not necessarily amount to purchasing at the lowest price.

The Value for Money principle embraces:

·         The "total costs of ownership" or "whole-of-the-life-costs" perspective;

·         The fitness for purpose of the goods or services;

·         Timely delivery;

·         Proper planning and scope of procurements; and

·         Considering all relevant price and non-price factors before a final procurement decision is made.

Learn how you can reduce the risks by developing a more effective RFP and a better process. Learn about the best practices from more than sixty jurisdictions based on Michael Asner’s 20-years of experience.
