Secret #42 – Build quality control into the process and the project – use a gatekeeper.

Hear what the President of NIGP says about this book . . .

“I have found the Request for Proposal Handbook by Michael Asner to be a great training tool for my buyer staff. Although I have an experienced staff, they have had limited exposure in their careers to RFPs. The best practices information, examples and checklists all have proven to be wonderful tools. Thank you Michael.”

Secret #42– Build quality control into the process and the project – use a gatekeeper.

Do not release an RFP without some level of quality control. Find a senior procurement person or finance person who has the skills to review the required documentation to ensure that it is complete and that the RFP document provides sufficient information for the vendors to create responsive proposals.

Chapter 1 of the Handbook deals with this issue:

RFP package approval is required before issuing an RFP. Approval by the Manager, Finance and Administration must be obtained when the estimated contract value is more than $20,000.

The following documentation is to be sent to the Manager, Finance and Administration for approval prior to issuing an RFP:

·          Terms of reference

·          Project plan

·          Required approvals

·          Business case

·          The Request For Proposal

·          Evaluation process and weights

·          Method for identifying potential suppliers
