We all like to reward our friends and do business with people we know. But that is not good public policy! Ethical public procurement is the result of the expenditure of hard work and much time and energy on behalf of an agency, especially its Elected Officials and Senior Managers.

This CD provides an overview of procurement ethics and an action plan for improving the ethical culture and practices in your agency.

Ethical Public Procurement (or How to Avoid the 6 p.m. News) CD teaches you how to promote fair, open and transparent competition by fostering the development of a culture concerned about ethics in its procurement efforts. The workshop focuses on actions that elected officials and senior management can initiate, promote and support – actions which will make ethical behavior part of the organization’s day-to-day operations.

You will obtain valuable insights and practical tools on how to ensure you’re your organization’s procurement practices become fairer, more open and more transparent and can survive public scrutiny.

This presentation is structured around three strategies.

Strategy #1: How to be the Example

Elected officials and senior executives must do more than “lead by example”. They must provide support for their staff on ethical issues and they must know the rules of public procurement.

This section of the presentation also provides a discussion of the critical elements of public procurement – the rules. These rules, identified as responses to questions, are contained in our reference publication “A Guide to Public Procurement for Elected Officials and Public Sector Managers”. Some of the questions include:

Why is “fair and open competition” the backbone of procurement?
Why do suppliers complain?
Why are specifications so important?
What do procurement people do all day?
