He helps government entities improve their RFP practices and documents. He acts as an RFP Advisor or Fairness Officer on high visibility procurements. He offers RFP training and workshops throughout North America. Over the last ten years more than 2000 members of Western States Contracting Alliance (WSCA), National Institute of Governmental Purchasing (NIGP) and National Association of Educational Buyers (NAEB) have heard him speak. Some of his favorite topics include Bullet-Proofing Your RFPs, Solving RFP Problems, and A Briefing for Elected Officials about Public Procurement. Michael has published extensively about the RFP Process. His textbook, The Request For Proposal Handbook, is in use in more than 3500 organizations. How to Develop an Effective Statement of WorkA Best Practices Training CD by Terry Davenport Terry Davenport is a retired state purchasing officer with over 20 years experience and a nationally recognized information technology (IT) procurement expert.He has written, conducted and supervised hundreds of procurements for the State of New Mexico. Terry is the author of the New Mexico Request for Proposals Procurement Guide, a document that has gained widespread acceptance as a national “best practice”. In 1999 Terry demonstrated his knowledge and skill by planning, organizing, writing, conducting and administering the national computer equipment contracts sponsored by the Western States Contracting Alliance (WSCA). With usage by thousands of governmental entities in 40 states, over $5 billion in sales and hundreds of millions of dollars in combined savings, Terry’s contracts established a new yardstick for the measurement of cooperative purchasing success. Terry has been an invited speaker for numerous state, regional and national conferences. He is both a pioneer and an authority on the request for proposal (RFP) procurement process for public agencies. Public Sector Procurement DemystifiedA Best Practices Training CD by Jim O'Neill Jim O'Neill, CPPO, FNIGP is an author, speaker, collaborator and all round good guy. He has over 25 years of purchasing experience with both private and government entities. Among his work experience is time with Johnson & Johnson, and a stint as a hospital purchasing agent. He has spent the last 25 years with the City of Fort Collins and is currently the Director of Purchasing and Risk Management for the City. Jim is a Master Instructor and PMAP consultant for the National Institute of Governmental Purchasing (NIGP). Jim has his BA and MBA from Texas Tech University. Jim served as the NIGP President in 1995. He also represented NIGP as the Senior Delegate to the International Federation of Purchasing and Materials Management in '95 & '96. At the 2001 NIGP Forum in Columbus, Jim was the recipient of NIGP's highest award the Albert H. Hall Memorial award and was given the distinction of being a Fellow of the National Institute of Governmental Purchasing (FNIGP). Jim is currently the Vice Chairman of the Universal Public Purchasing Certification Council. He is active with the Eyeopeners Kiwanis club in Fort Collins.
